The City of Phoenix manages one of the largest arterial networks in the region, supporting high traffic volumes, multimodal activity, and rapidly evolving mobility needs. To enhance the efficiency, safety, and reliability of its transportation system, the city is seeking technical support focused on improving arterial performance and traffic signal operations. This support will include data-driven evaluations of corridor performance, assessment and optimization of signal timing plans, review of detection and communications infrastructure, and identification of operational bottlenecks across key corridors. Additional tasks may include performance monitoring, developing analytical tools, and coordinating with City staff to implement targeted operational improvements. The goal is to provide practical, technically sound recommendations that improve mobility, reduce delays, and support the City’s broader transportation and safety objectives.
