This project aims to provide the necessary foundation for the Arizona Department of Transportation (ADOT) to develop an effective Research Data Management Plan (DMP). A robust DMP would enhance research transparency, data accessibility, and federal compliance. The project employs a multi-method approach including literature reviews, surveys, and interviews to assess best practices across agencies and to understand ADOT’s specific data management needs. The work plan includes developing DMP definitions and guidelines, documenting national practices, and synthesizing recommendations. Findings will enable ADOT to design a comprehensive, agency-tailored DMP that fosters innovation, collaboration, and efficient data stewardship.
