Summary: Effective data governance is essential for transportation agencies to ensure the availability, accuracy, usability, and security of data. The Arizona Department of Transportation (ADOT) is considering the establishment of a Data Management Office (DMO) to improve data coordination, implement governance policies, and support agency-wide decision-making. This study investigates how similar offices have been organized and implemented by other state transportation agencies. Key objectives include assessing existing data governance models, defining the roles and responsibilities of potential new positions, including a Chief Data Officer (CDO) and a Geographic Information Officer (GIO), and evaluating the costs, benefits, and funding sources of a DMO at ADOT. By synthesizing best practices and lessons learned from other agencies, this research offers a framework to facilitate more informed decisions on data governance and management strategies.

Researcher's Bio: Gabe Geffen is a third-year Ph.D. student researching transportation resilience at the University of Arizona. His goal is to harness existing infrastructure while integrating emerging AI and machine learning approaches to create practical, forward-looking tools that support a safer and more sustainable transportation system. Gabe has been recognized nationally as an NSF Graduate Research Fellow and a Dwight David Eisenhower Transportation Fellow, highlighting his potential as a future leader in the field.
