Abstract: Advancements in technology are bringing new solutions to improve transportation and road safety. One such solution is using Connected Vehicle (CV) technology by installing Roadside Units (RSUs) at intersections. It is considered that this technology has significant potential for transforming traffic management and incident response. The City of Phoenix (COP) is teaming up with the University of Arizona (UA) to assess the potential of the CV technology to facilitate emergency response services and enhance traffic safety, particularly for vulnerable road users, such as pedestrians and bicyclists. The project will focus on the careful selection of study sites, experimental design, performance measures, and, subsequently, measuring the impact of RSU deployment on improving incident response and traffic safety. The successful implementation of RSUs and their positive effects on incident response and traffic safety will have far-reaching benefits. The findings will provide valuable insights for policymakers and transportation agencies, guiding future infrastructure investment decisions.
